Rivers Assembly Reconvenes After Six-Month Emergency Rule, Demands Full Review of Funds Spent
Lawmakers task Governor Fubara on fresh financial plan, new commissioners, and 2025 budget presentation
The Rivers State House of Assembly officially reconvened on Thursday, September 18, 2025, following the expiration of the six-month emergency rule imposed by President Bola Ahmed Tinubu on March 18, 2025. The lawmakers, returning to plenary for the first time since March 12, unanimously resolved to scrutinize funds expended and contracts awarded during the emergency administration.
A motion co-sponsored by nine legislators, led by House Leader Hon. Major Jack and Deputy Leader Hon. Linda Somiari-Stewart, was adopted by all 26 members present. Presenting the motion, Hon. Jack confirmed that the emergency rule expired at midnight, thereby restoring full democratic governance in Rivers State. He cited the successful local government elections of August 30, which produced 23 elected chairmen and councillors, as a major highlight of the transition.
However, Jack expressed serious concerns over withdrawals from the state’s Consolidated Revenue Account and contracts executed without legislative approval under the outgoing Administrator. He urged collaboration with Governor Siminialayi Fubara to chart a fresh financial roadmap that reflects the aspirations of Rivers citizens.
The House further tasked the governor to immediately forward a list of commissioner nominees to form the State Executive Council and submit an appropriation bill covering the remainder of 2025, in compliance with the Nigerian Constitution and the peace accord that restored democratic structures in the state.
In his ruling, Speaker Rt. Hon. Martin Amaewhule directed that a formal request be sent to the governor for both the budget and the commissioner list.
Hon. Jack, while commending President Tinubu for restoring democratic order in Rivers State, reaffirmed the Assembly’s commitment to the peace agreement and constitutional governance, stressing that the legislature would prioritize peace, accountability, and good governance in the state.
